Initial Situation

National Government: New Regional Policy

The Swiss government’s New Regional Policy (NRP) focusses national and cantonal efforts on the economic development of the alpine region, other rural areas and the border regions. The NRP’s second 8-year funding phase started in 2016, with an emphasis now on regional support for innovation and structural changes in tourism.

In the Canton of Schaffhausen, the NRP is a central instrument guiding regional development and has major impact on the projects supported and their funding. Generis AG is contracted to run the Regional and Location Development Bureau and, as part of this remit, has drafted the NRP Implementation Programme.

Strategy for Regional Development

In order to receive NRP funding, cantons have to submit to the national government an Implementation Programme for each phase. The submission is based on comprehensive analysis of the region’s capabilities and challenges, a risk-benefit assessment reflecting global megatrends and alignment of the cantonal Implementation Programme with cantonal and national government strategies.

This is the foundation for deciding the strategic regional development priorities and scope of future project funding. From 2020, the level of national funding allocated is directly influenced by the quality of the Implementation Programme submission.

Successful projects thanks to funding

The high-quality Implementation Programme submitted by Generis resulted in the Canton of Schaffhausen receiving the full amount for the next funding period, enabling support for more key regional development projects, building on a track-record including the Swiss Transit Lab, Smilestones, the go tec! Lab, Stars in Town and the International School Schaffhausen.

The State Secretariat for Economic Affairs singled out the Canton of Schaffhausen’s Implementation Programme as one of the best in Switzerland, praising its close alignment with the Canton’s strategy and exemplary referencing of lessons learnt from previous funding rounds.
